In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As a SNAP Quality Control Reviewer, you will work on a team that has direct audit responsibility for two performance measures: Payment error rates and Case and Procedural Error Rates. Their findings have direct impact on Minnesota’s Supplemental Nutrition Assistance Program (SNAP) Payment Error rates and Case and Procedural Error Rates. The outcomes of these audits determine if Minnesota is in compliance with federal law, and if Minnesota will qualify for a performance bonus, or be liable for a fiscal penalty.

This position conducts federal SNAP compliance performance measurement audits, including audits on SNAP for Group Residential Housing (GRH) program recipients, Minnesota Family Investment Program (MFIP), and Temporary Assistance for Needy Families (TANF) recipients, and SNAP for mixed households. Responsibilities include:

  • Direct audit responsibility for two performance measures; Payment Error Rates and Case and Procedural Error Rates.

  • These findings have direct impact on Minnesota’s SNAP Error rates and Case and Procedural Error Rates. The outcomes of these audits determine if Minnesota is in compliance with federal law, qualify for performance bonuses, or be liable for a fiscal penalty.

  • Audit via SNAP acquiring, analyzing and verifying the accuracy of information necessary to make a high level and independent decision of case accuracy.

  • Follow established SNAP quality control audit practices and utilize audit forms and audit tools that have been approved by the United States Department of Agriculture Food and Nutrition Services, Food and Nutrition Services 310 Manual guidance, supervisor and director as they conduct each audit and report.

  • Work autonomously under supervision from the Supervisor and/or Team Lead as you conduct the audits.

  • The work requires collaboration with Human Services Quality Control (QC) Reviewers, counties, tribes, and the United States Department of Agriculture Food and Nutrition Services, and other Midwest region states.

Minimum Qualifications

2 years of professional experience determining eligibility for public assistance programs. Experience must include:

  • Working with an Assistance program such as SNAP

  • Working with eligibility data base systems

  • Providing program and technical assistance to counties

A Bachelor’s Degree in a Human Services field with a focus on research and analysis may substitute for one year of experience.

Preferred Qualifications

  • Understanding of the operating procedures of the Department of Human Services and County Human Services Agencies as it relates to quality control audits.

  • Experience providing program and technical assistance to counties in the implementation of SNAP error reduction planning.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
