Purpose

In accordance with the mission and guiding behaviors actively guides, trains, mentors and monitors Supply Chain colleagues while contributing to the development and execution of Departmental, Ministry and System Office based strategic plans. Provides operations &/or optimization leadership focus. Provides leadership & direction through managers. Balances between staff leadership, broader organizational direction, & administration. Accountable for the performance, regulatory readiness, & results of a single large, strategic area in a medium to large-sized single functional domain within a limited geography.

• Providing advice, guidance, and leadership to RHM and Region leaders in developing strategies and in the achievement of performance goals.

• Enable Collaboration across and within System Services area, RHM, and Regions to ensure consistency and integration of strategy and operations

Direction and Growth

• Providing advice, guidance, and leadership to System Services functional area, RHM, and Regions.

• Leading standardization/systemness and optimization of policy, process, methodology, establishing a national community of practice

• Oversee Vendor/Contract Labor Management including centralizing strategy and optimizing spend

Strategic Support & Accountability

• Collaborates in system-wide strategy development and deployment of functional area priorities and initiatives

• Responsible for supporting regional efforts to comply with functional area priorities

• Accountable for the selection, evaluation, and overall success of the functional leadership teams

• Organization-wide focal point for establishing functional strategies and governance over financials and staffing

• Accountable for communication between System Services functional area, RHM, and Regions leader

Operational Delivery

• Responsible for measuring and reporting KPIs/metrics and value delivery

• Providing advice, guidance, and leadership for the colleague life cycle

• Maintains a working knowledge of applicable Federal, state & local laws/regulations, Trinity Health Integrity & Compliance Program & Code of conduct, as well as other policies, procedures & guidelines in order to ensure adherence in a manner that reflects honest, ethical & professional behavior & safe practices

Minimum Qualifications

• Bachelors degree in Business Administration, Finance, or related field or an equivalent combination of education and experience.

• 7 (seven) or more years of Supply Chain-related experience in a progressive work environment.

Physical and Mental Requirements & Working Conditions

Indirect / Healthcare Support Services: (OSHA: Healthcare support services mean services that facilitate the provision of healthcare services.)

• Rare clinical / patient facing work environment.

• Includes continuous work time indoors (subject to travel requirements) under temperature-controlled & well-lit conditions; may encounter occasional variable external environmental conditions.

• Includes occasional lifting, up to 30 pounds unassisted, frequent travel & use of computer; Includes continuous sitting & may require rare long periods of continued walking, standing, stooping, bending, pulling & pushing.

Direct Healthcare & Indirect / Support Healthcare Services: must be able to:

• Adapt to frequent interruptions, shifting priorities & stressful situations; Attend to tasks until complete, understand & relate to complex ideas & concepts & be able to remember multiple tasks & regimens extending over long periods of time & work on concurrent tasks / projects.

• Read small print, frequent ability to hear normal sounds & voice patterns, able to give / receive instructions & other verbal communications in-person & over the phone / computer / device / equipment assigned with some background noise.

• Perform frequent manual dexterity activities & occasional grasping/handling.

• Continuous attention to maintain a safe working environment & use of available personal protective equipment (PPE).

• Comply with Trinity Health’s policies & procedures.

Direct patient care means hands-on, face-to-face contact with patients for the purpose of diagnosis, treatment, and monitoring. 1910.502 applies to “employee provides healthcare services or healthcare support services.” Healthcare services mean services that are provided to individuals by professional healthcare practitioners (e.g., doctors, nurses, emergency medical personnel, oral health professionals) for the purpose of promoting, maintaining, monitoring, or restoring health. Healthcare services are delivered through various means including: Hospitalization, long-term care, ambulatory care, home health and hospice care, emergency medical response, and patient transport. For the purposes of this section, healthcare services include autopsies. Healthcare support services mean services that facilitate the provision of healthcare services. Healthcare support services include patient intake/admission, patient food services, equipment and facility maintenance, housekeeping services, healthcare laundry services, medical waste handling services, and medical equipment cleaning/reprocessing services.

Addendum:

• Responsible for region budget and supply chain productivity -- avg. 100 FTEs per region.

• Leads region operation leader, region implementation leader, and supply chain site leaders. Typically 6-8 direct reports.

• Responsible for management of region average labor budget on avg. $6.6 Million and region non labor budget of $250 Million.

• Leads the development of region ministry supply chain logistics optimization strategies and assures successful implementation leading to improvement in operating margins.

• Sets goals, prioritizes KPIs, and leads continuous improvement efforts.

• Directs and oversees the region Supply Chain leaders across their respective region including home ministry. Maintains relationships with clinical leaders and other department leaders to optimize regional performance and reduce expenses.

• Partners with Service Area Leader to champion and implement region wide inventory management capability to drive out waste and optimize days cash incumbered on the company balance sheet.

• Leads region performance management improvement effort that focuses on analyzing data on key SCM operating metrics, driving standard work, improving cycle times, and facilitating top quartile performance.

SCM Manager, Logistics Regional Ministry Support

• Supports national strategic sourcing, implements value analysis sourcing/contracting strategies, and purchased services in region. Optimizes leverage in crafting agreements that do not compete with national or Trinity-Health related contracts and/or strategies.

• Supports capital purchasing: Provides oversight on strategic capital, assisting with needs assessment, return on investment documentation and facilitating that all agreements are aligned with objectives of Trinity system office capital team.
